Do You Agree With Route 2/102 Rezoning?

Two major areas of the Route 2/102 intersection were rezoned last week to a compact village development.

Rolling Greens Golf Course, the Corner Tavern and the former Bald Hill Garden Center properties were rezoned as a compact village development following a unanimous vote from the North Kingstown Town Council. The changes come following a rehashing of the CVD zone and the conclusion of a stakeholder group tasked with creating a vision for the intersection after a sizable public outcry from residents concerning a proposed village center at Rolling Greens. Though Mark Hawkins, developer of Rolling Greens, had applied to rezone his land as CVD, the owners of Bald Hill Garden Center and Corner Tavern did not seek out the changes, according to Council Member Michael Bestwick who told the audience he spoke with the owners about the changes.   Do …

@ OrangesPoranges The tax rate in EG is 17.49/thousand. In Nk it is 17.26/thousand. 2011/2012 data. I doubt that .23 cents makes a difference. NK has a lot of negs Which EG does not. We have received mutiple black eyes over the years with the SC and TC bs and bad press. NK has an anti-business reputation and little has been done to curb that opinion. Residents Make Final Plea to Halt Rolling Greens Development

All speakers, except one, at Monday night's meeting opposed the project.

  In the final chance before a decision is made on a development at Rolling Greens Golf Course, NK residents called on members of the North Kingstown Town Council to deny the controversial application. The plan would bring a mixed-use development of homes and commercial shops to the intersection of Route 2 and 102. Since the plan came to light more than two years ago, a large group of residents has come out to staunchly oppose the project – particularly the commercial portions of it. Rolling Greens Discussion Pushed Back to Nov. 26

The North Kingstown Town Council will not hold a public hearing on The Preserve at Rolling Greens.

  The North Kingstown Town Council will not be discussing The Preserve at Rolling Greens tonight as it awaits a recommendation from the Planning Commission. Per state law, the commission must send a recommendation to the council before it can act. The North Kingstown Planning Commission is expected to make a decision on the application for the controversial village center at its Tuesday night meeting. Rolling Greens Meeting Postponed Due to Storm

The North Kingstown Planning Department has rescheduled a meeting for a proposal at Rolling Greens due to Hurricane Sandy.

A proposal for a development at Rolling Greens Golf Course on Ten Rod Road, which has been in the developing process for several years, is once again seeing delays. This time, however, they are weather related. Hurricane Sandy's extreme weather has caused the North Kingstown Planning Commission to reschedule its Tuesday, Oct. 30 meeting to discuss the proposal. The new meeting is now pushed to Thursday, Nov. 8 at 7:30 p.m. at Wickford Middle School. New Master Plan Submitted for Rolling Greens

Rolling Greens comes back on the planning commission table next month.

  The North Kingstown Planning Commission is getting a look at a new master plan for a proposed village center development at Rolling Greens Golf Course next month. The mixed-use housing and commercial project, called The Preserve at Rolling Greens and located at the intersection of Route 2 and 102, shows 50,000 sq. ft. of commercial development and 106 housing units  - more than the respective 35,000 sq. ft. of commercial and 92 residential units proposed in the last variation of the project’s master plan. Visioning Group to Study Route 2/102 Intersection

A stakeholder group will now begin to study the contentious intersection.

The North Kingstown Town Council approved a $54,135 “visioning process” to study a controversial area of town – the intersection of Route 2 and 102 where a village center development has been proposed. The study will be conducted by a stakeholder group made up of a mixture of neighboring residents, business owners in the area and conservationists. The council cut the number of voting stakeholders from 16 to 11.  (See below for the current roster for this stakeholders group.) The group will study the area and find a consensus for what should happen to the area in the future. New Village District Finally Gets Approval

The North Kingstown Town Council unanimously approved a new zoning district that fosters the development of village centers.

After months of meetings and delays, North Kingstown finally has a new zoning district in the books as the Town Council unanimously approved a Compact Village Development district at its Monday night meeting. Mixing commercial and residential buildings, the new district allows developers to enhance existing village centers — such as Lafayette, Hamilton, Allenton and others — on property as small as two acres. Studies conducted by Horsley-Witten Group have pointed to revitalized village centers as being crucial to North Kingstown's future. Both the concepts of transferring development rights and the concept of "CVD"s are WAY too flexible and malleable for the government to use them properly. It's almost inevitable that they will be abused and used to grant favors, deny favors, make money for friends, etc etc etc. And with this group (Embury and this TC), that's just par for the course.   more ›

Letter: Consider Compromise for New Village District

One North Kingstown resident highlights a possible compromise regarding a controversial new village district. The Town Council is set to vote on the matter on Monday, Feb. 27.

At its last meeting, the North Kingstown Town Council heard public input on the much contested new compact village development (CVD) ordinance draft, but delayed a final vote until the next meeting on Feb. 27, 2012 when all five councilors can be present. (Councilor Stamm was absent last week and had asked for the delay.) Two important aspects of that meeting were that a petition was handed in on behalf of the developer proposing the Rolling Greens project and that a resident proposed a very interesting compromise solution which addresses all the issues with this problematic new ordinance. The petition reads: "North Kingstown Residents Petition in Support of a Retirement Community, the Preservation of 90 acres and a Public Golf Course." …

The Town Council will vote on a compact village development district on Feb. 27.

Following months of planning commission meetings filled with deliberations, delays and constant public input, the fate of a controversial village center zoning district has once again been pushed back. The North Kingstown Town Council decided to push back its pivotal vote until Feb. 27, when fellow committee member Charles Stamm (who was absent from Monday’s meeting) would be able to attend.
