Letter: Change Is Needed in the Town Council

Democratic candidate for North Kingstown Town Council Richard Welch calls for change this November.

Change just for the sake of change is not something that I support, however change can be positive and necessary when the current situation does not deliver satisfactory results. This is the case with the North Kingstown Town Council and change is needed this November.  There is a long list of items that have occurred during the last two to four years that have had a negative impact on our community and have cost the taxpayers a lot of money.  These would include the relocation of the town’s IT Department at a cost of $500,000 without going out to bid, the lawsuit against the school department that was unnecessary and cost over $130,000 and proved nothing in the end, the botched wind turbine ordinance and actions of the town that almost …

Welch to Run for Town Council

The school committee's vice chair is seeking a spot on the town council this November.

Another contender is putting his hat in the ring for a seat on the North Kingstown Town Council. Richard Welch, vice chair of the North Kingstown School Committee, is seeking a spot on the town council in the upcoming election. Welch, a Democrat, has served on the NK School Committee since 2008, briefly serving as the committee’s chair until stepping down to serve as vice chair this past year. Welch’s motivation to move from the school side to the town side stems from recent actions by the town council, he said. “There’ve been a number of things that this council has done that are contrary to the better interest of the community,” said Welch, pointing to the “debacle with wind turbines" and other actions. School Committee Vice-Chair Richard Welch looks to clarify comments on NK Patch.

Letter to the Editor: I noticed some comments in North Kingstown Patch’s comments section about the school department that needs to be corrected as they are repeating information and conclusions that are not based on the facts.  It is important that everyone understands what the facts are as it helps to arrive at better conclusions.  The following are some of those statements; We need to use the balance of the previously approved bond issue to replace the roof at Davisville Middle School.  The town’s bond counsel has advised that the language in the bond referendum did not include Davisville Middle School and therefore was not eligible to use those funds.  The town would have to put the bond back on a referendum to add the school and this …

Letter: School Committee Vice Chair Comments on Patch Comments

School Committee Vice Chair Richard Welch looks to clarify misinformation expressed by some Patch readers.

Occasionally, I read the comments on North Kingstown Patch after the articles and I want to comment on some of the misinformation expressed by some readers as being factual when it is not. The roof at Davisville Middle School is one example. Some think that the replacement of the roof is maintenance. It is not.  It is under capital improvement and is listed in the capital improvement plans (CIP) for the district and has been approved by the North Kingstown School Committee, North Kingstown Town Council, Rhode Island Department of Education and the Regents as being necessary for the safety of the students and staff. NK Town Council Will Be Asked to Pay for School Roof

School Committee wants to tap the town's $9 million surplus for the Davisville Middle School roof and reduce the upcoming bond request by $2 million.

Davisville Middle School’s roof has been leaking for years and, according to the North Kingstown School Committee, the responsibility to remedy the problem lies with the North Kingstown Town Council.  "No child needs to sit in a school building with rain falling on them," said Melvoid Benson. According to discussion during Tuesday night’s committee meeting, the town stopped making contributions to school capital projects several years ago. Since then, the town has amassed excess tax revenues – $1 million last year, according to school committee member Larry Ceresi – into a “rainy day” fund. The empty capital improvement program (CIP) fund is forcing the School Committee to ask voters to approve a $6.4 million bond request for the roof and …
