State police said they are still investigating whether Mullin was intoxicated while driving the car.

According to state police, a North Kingstown citizen initially called police at about 8 a.m. Monday to report the car driven by Mullin as traveling at a dangerous speed near Carpenter Lane.

State police said a North Kingstown officer spotted the car on Boston Neck Road and tried to make a traffic stop, but in the interest of public safety the chase was disengaged at that point.

From there, the car was next spotted by Narragansett police on Boston Neck Road. From the report released by state police:

A short time after receiving the broadcast, a Narragansett Police Officer observed the suspect vehicle traveling northbound on Boston Neck Road and attempted to stop the vehicle.  The operator again refused to stop.  With the Narragansett police officer in pursuit, the operator turned west on to Wampum Road.  The suspect vehicle turned around, returning in an easterly direction towards a responding Narragansett Police marked cruiser and detective vehicle.  Both of these police cars had their lights activated and were stationary near the intersection of Boston Neck Road and Wampum Road.  It appears that the operator of the suspect vehicle intentionally struck the front end of the marked cruiser.  After this collision, the suspect vehicle glanced off the marked cruiser, side swiping the detective vehicle.  A detective who was standing next to the operator side of the unmarked cruiser was struck by the suspect vehicle.  The suspect continued to travel east on Wampum road, across Boston Neck Road and onto Bonnet Shores Road.  After traveling approximately ½ mile east on Bonnet Shore Road, the operator lost control of the vehicle, traveling into an open field where the suspect vehicle came to rest.  The operator and passenger refused to exit the vehicle despite verbal commands provided by the officers on scene.  Both the male operator and the female passenger were removed from the vehicle and transported by rescue to South County Hospital for evaluation. They have since been released to the custody of Rhode Island State Police.

According to state police, three Narragansett officers were treated for minor injuries because of the various collisions. All three with discharged from area hospitals by Monday night.

According to online ACI records, Mullin and Iacovelli were arraigned at state police barracks on Monday night following treatment at area hospitals. Neither made bail, and both are due to appear at Fourth Division District Court on Tuesday.

According to online Rhode Island court records, neither has previous charges in Rhode Island. However, state police noted that Mullin has a lengthy criminal history in Massachusetts.
