NK Police: Man Allegedly Steals, Crashes Roommate's Truck

Warwick Woman Hit With Theft Charges
Kayleigh A. O’Brien, 20, of 38 Calhoun Ave. in Warwick, was arrested June 10 at 10:30 a.m. on charges of larceny.
According to reports, O’Brien stole a digital camera, sunglasses and jewelry from an acquaintance’s house in North Kingstown in April. The victim reportedly suspected O’Brien of trying to steal her bracelets earlier in the day and later saw a post on O’Brien’s Facebook wall that alluded to O’Brien stealing items from people. Records showed that O’Brien had previously pawned of jewelry at Westerly Enterprises three times in February 2011.

After police made multiple calls to O’Brien, a warrant was issued for her arrest in June. Warwick police arrested O’Brien and turned her over to the NKPD. Her bail was set at $10,000 with surety and she was transported to the ACI.
DUI Suspect Allegedly More Than 3 Times the Legal Limit

David McGonagle, 37, of 42 Norwell Street in Marshfield, MA, was arrested June 10 at 2:55 p.m. on charges of drunken driving.
McGonagle allegedly rear-ended another car on Route 1 near Shady Lea Road after police received a call of an erratic driver in South Kingstown. Officers noted that McGonagle appeared to be under the influence and asked him about his alcohol consumption that day. According to reports, McGonagle told police he was at a bachelor party the night before in Block Island and had a “rough morning,” but had not had any alcohol that day.
McGonagle allegedly failed his field sobriety test and his blood alcohol content reportedly measured at .270 and .280 in subsequent Breathalyzer tests. The legal limit in Rhode Island is .08.
Man Hit With Felony Charges After Stealing Roommate's Car
Edward James Lachapelle, 47, of 388 Pendar Road in North Kingstown, was arrested June 10 at 7 p.m. on charges failure to stop (accident resulting) and a felony charge of driving without consent of owner.
Lachapelle reportedly hit another car traveling in the opposite direction on Pendar Road as it was turning left onto another street. According to the driver of the other car and a witness who saw the accident, Lachapelle seemed to be speeding at the time of the crash. Though Lachapelle got out of his car, he allegedly did not attempt to exchange insurance or contact information with the other driver and fled the scene.
While police were at the scene of the crash, another motorist driving by told officers he saw a red pickup truck with heavy damage turn into the driveway of 388 Pendar Road and park behind a house. Police found the truck, but could not locate the driver or the car’s owner, and towed the car. Police determined that Lachapelle was the driver of the vehicle and met with him at the Pet Refuge on Stony Lane. According to reports, he appeared to be intoxicated and initially denied any involvement in the accident. After police read him his Miranda Rights, Lachapelle allegedly told police, “Yes I was driving the truck. I will cooperate.”
Police contacted the truck’s owner (Lachapelle's roommate), who allegedly told officers that Lachapelle did not have permission to use the vehicle.

Daniel Person, 31, of 2 Lewis Street, Apt. 2, in Central Falls, was arrested June 10 at 3:30 a.m. on charges of driving with a suspended license.
Kelly Lynn Tourtelott, 24, of 14 Dyer Ave. in North Kingstown, was arrested June 9 at 8:55 p.m. on charges of driving with a suspended license.
